Every year UNU-IAS and UNU-ISP offer PhD and Postdoctoral Fellowships to provide young scholars and policy-makers, especially from the developing world, with a multi-disciplinarily context within which to pursue advanced research and training that are of professional interest to the successful applicant and of direct relevance to the research agenda of their selected UNU-IAS or UNU-ISP programme.
The Fellowship Programme provides the successful applicant with a unique opportunity to:
develop and advance their research under the supervision of a UNU-IAS or UNU-ISP faculty member and contribute to the overall research agenda of the Institute;
widen their research interests and professional networks by working in the international and multi-disciplinary context of the UNU-IAS and UNU-ISP, and with its wider network of Japanese universities and research institutes, as well as international collaborators;
become exposed to the workings of the international and multilateral policy process and the broader UN system; and
link with other UNU-IAS and UNU-ISP PhD and Postdoctoral Fellows.
The Fellows are resident at UNU-IAS in Yokohama, UNU-IAS OUIK in Kanazawa, or UNU-ISP in Tokyo, Japan for the full term of the fellowship. This gives the PhD and Postdoctoral Fellows the opportunity to gain from the broader research programme of lectures, seminars, workshops and conferences arranged by UNU-IAS and UNU-ISP. UNU's close institutional links with Japanese affiliated professors and researchers from key universities and think tanks in Japan and around the world also allow Fellows to link into the broader Japanese academic and research community. Since the start of the Fellowship Programme at UNU-IAS in 1996, more than 200 young scholars, 70% of whom are from the developing world, have benefited from collaboration with UNU-IAS/UNU-ISP and Japanese scholars in this way. Sciences Po created the Emile Boutmy scholarship after the founder of Sciences Po (1871) in order to attract the very best international students from outside of the European Union. The Emile Boutmy Scholarship is awarded to top students whose profiles match the admissions priorities of Sciences Po and individual course requirements.
The Financial Support Office administers a variety of scholarships and award schemes. Altogether 1M€ was awarded to non-european students in 2009 out of a total of 2.1M€.
Eligibility requirementsEligible students are those from a non-European Union state, whose household does not file taxes within the European Union, and who have been admitted to the Undergraduate or Master's programme.
Students who are not eligible are:
•Swiss and Norwegian applicants, since they may be entitled to CROUS scholarships
•Candidates who have dual citizenship, including from a European Union state
•Candidates from Quebec (since they may take advantage of sliding scale fees same as European applicants)
•Dual-degree candidates
•Third-year Ph.D. programme students (thesis)
•MPA candidates, since they may apply for the MPA scholarship
The Emile Boutmy scholarship may be supplemented with various scholarships offered by the French government.
This scholarship is awarded based on factors of excellence and according to the type of profile sought for this programme. Social criteria are also taken into account.

Undergraduate programme: Amount and length of the scholarshipThe Emile Boutmy programme can take several different forms for students on the undergraduate programme. The length of the scholarship is always dependent on scholarship recipients' academic results; they must be ranked within the top half of students within their year group.
1. A tuition grant of 7300€ per year for the three years of the undergraduate programme, in addition to a grant to cover part of the cost of living of €5000 per year.
Scholarship recipients will forfeit their right to the grant to cover living costs if their academic results are not with the top 50% of students within their year group at the end of the first year *.
2. A tuition grant of 7300€ per year for the three years of the undergraduate programme.

4. A grant of €3000 per year to cover tuition fees for the three years of the undergraduate programme.

Scholarship recipients who are among the top 50% of students in their year group at the end of their second year will retain their tuition fee grant during their year abroad.
For those students awarded a grant to cover living costs in their second year, a grant to cover the costs of the stay abroad will be provided if deemed necessary and if the destination justifies.

Ph. D. position in CMS, at the Université Libre de Bruxelles – Brussels – Belgium
The Service de physique des particules élémentaires of the Université Libre de Bruxelles (ULB) is offering a position to an outstanding student with a university degree to start a PhD thesis within the
CMS collaboration at the LHC. The Service is part of the Inter-University Institute for High Energies (ULB-VUB), which combines
the experimental particle and astroparticle research groups from the francophone ULB and the Dutchspeaking VUB (Vrije Universiteit Brussel) and presently numbers more than 70 physicists, engineers and support staff. It is involved in frontier research in large international collaborations: CMS (at the LHC), IceCube (astroparticle physics at the South Pole), H1 (DESY, Hamburg) and OPERA (CERNGran Sasso), and in R&D in data acquisition systems. It hosts a CMS Grid Tier-2 computing centre. The candidate will be involved in precise measurements of Standard Model processes and the search for physics beyond the Standard Model (GUT, models with extra dimensions or supersymmetry) in
the preparation of which the Brussels group in CMS has played a leading role in the last few years (HEEP). The Brussels group is also active in top physics and in the commissioning of the CMS tracker, which was partially built in Brussels.
The position, which implies frequent visits to CERN, does not involve teaching duties. PhD training is provided in an international context. The doctoral studies can take place in a context of cosupervision, leading to the award of a joint/double doctoral degree by the home institute and ULB. The thesis may be written in either French or English. The salary is competitive and includes all social security benefits (information is available on request to Prof. P. Marage – see below)
